The “allocation aux adultes handicapés” (AAH), allowance for disabled adults, is a solidarity allowance to provide disabled people with a minimum income. To benefit from it, people must have a certain degree of permanent disability and have resources below a certain threshold amount.

If the person lives with a spouse, the partner’s income is taken into account in the calculation and can thus create a financial dependency within the couple.
In 2020, the French National Assembly voted on a bill in favour of the individualization of the AAH, against the government’s advice. The ball is now in the court of the Upper House, the Senate.
Based on various testimonies, we are investigating and try to understand how this allocation works. What is it for? What should it be used for?
