Singapore has no other fresh water resources than rainfall and most of its water is imported from neighbouring Malaysia. For the past 40 years, Singapore has engaged in a programme to secure its own independent water supply: reservoirs that collect the precious liquid, plants for the desalination of sea water and NEWater, a new concept for reclaimed water. Singapore’s policy is successful and admired abroad, but observers also have reservations as to its methods. In a few brush strokes emerges the portrait of a society, drawn between propaganda and a lack of democracy.
